Python 2.3.1 is now [available on OpenTAP.io](https://packages.opentap.io/index.html#/?name=Python&version=2.3.1%2B945a9e89&os=Windows,Linux&architecture=AnyCPU)

- Resolved `-build-package` not working properly.
