OpenTAP/Keysight User account account issue

Hi,
My collegue is facing next issue when trying to login to either this forum or Editor CE.

If he tries to sign up again, than an error is shown that the e-mail has already an account.

It seems the combination of Password and Username are correct otherwise a message is given that the credentials are incorrect. However no mail is sent where a retry can be given to confirm again.

Who is responsible for these accounts and can help to resolve this issue?
